The controlling authority is required to verify the real and effective status of the Confederated Member through:

Identification card of the Confederation, as previously communicated to the Prosecutor’s Office and Prefecture by means of a declaration of service on the territory

Temporary document, as referred to in Chapter One, if the official card format has not yet been issued
Every Member of the Confederation has accepted the CNU Ethical/Behavioral Code. The purpose of the Confederated Members is to actively promote the respect of Human Rights and to work constructively with local communities and institutions present in the territory, in order to improve the quality of life of the Human Being.

State Officials – OSCE-ODIHR Guidelines
State institutions and officials must refrain from committing any act of intimidation or reprisal through threats, damage and destruction of personal property, physical assaults, torture and other ill-treatment, killings, enforced disappearances, or any other physical or psychological harm against human rights defenders and their families. Participating States also have a duty to protect Human Rights Defenders from such acts by non-state actors and to adopt measures to prevent abuses. Public authorities should publicly condemn such acts and enforce a zero-tolerance policy.

Le istituzioni e i funzionari statali devono astenersi dal compiere qualsiasi atto di intimidazione o rappresaglia mediante minacce, danneggiamento e distruzione di beni personali, aggressioni fisiche, tortura e altri maltrattamenti, uccisioni, sparizioni forzate o altri danni fisici o psicologici ai difensori dei diritti umani e alle loro famiglie. Gli Stati partecipanti hanno anche il dovere di proteggere i Difensori dei Diritti Umani da tali atti da parte di attori non statali e di adottare misure per prevenire gli abusi. Le autorità pubbliche dovrebbero condannare pubblicamente tali atti e applicare una politica di tolleranza zero.
