The Central Bank of the CNU, known as Human Bank International Resource Solutions (HBIRS), is the central body responsible for issuing and managing the VAU currency—an ethical, non-speculative currency based on human and community value. Established to strengthen the Confederation’s internal economic autonomy and to promote an exchange system based on reciprocity, the CNU Bank acts as a custodian of collective trust and coordinator of value redistribution among members of the CNU network.

Purpose and Principles
The Bank has no speculative aims; rather, it seeks to promote ethical and balanced development, centered on personal commitment, collaboration, and social usefulness. Its core principles include:

  • Sovereign and independent issuance: VAUs are issued directly by the CNU Bank without any link to external banking systems or financial markets.

  • Ethical counterpart: Anyone receiving VAUs commits to returning an equivalent human value, expressed in time, skills, creativity, hospitality, or active participation.

  • Indicative equivalence with the euro (1:1.3): To facilitate its use, increase purchasing power, and ensure stability in internal economic relations.

  • Exclusive use within the CNU network: VAUs can only be spent with recognized members and providers within the confederated circuit.

A Circular Economy of Human Value
In the VAU system, every exchange is a traceable trust-based relationship founded on ethical commitment. For example, a holistic practitioner may receive 300 VAUs in exchange for the commitment to provide 15 hours of service for collective interest activities. The received VAUs can then be spent on courses, support, or goods produced by other members, creating a circular economy that continuously reinvests in the common good.

The Redistribution Protocol
Through an Ethical Protocol, the Central Bank manages the redistribution of value among Confederates, ensuring transparency, fairness, and coherence. Every operation is recorded in an Ethical Register accessible to the CNU Ethical Council. In cases where the committed value is not returned, mechanisms for mediation, suspension, and monitoring are provided.

An Ethical and Cooperative System
The VAU is not merely a currency but a representation of the value each individual chooses to contribute to the community, moving beyond profit-driven logic to make room for a new, structured form of solidarity.
