Humanitarian Consulate of the Confederation of Humanitarian Nations (CNU)
Nature and Function
The Humanitarian Consulate is a territorial and representative body of the Confederation of Humanitarian Nations (CNU), established to ensure the Confederation’s direct presence within national and regional territories.
It serves as an operational, assistance, and liaison mechanism between the Confederation, local authorities, and civil communities, in full respect of international law and the legislation of the host State.
The Humanitarian Consulates operate without diplomatic or extraterritorial status, except where such recognition is formally granted by the host State, and in accordance with the principles of the Vienna Convention on Diplomatic Relations (1961).
Duties and Objectives
The Humanitarian Consulate of the CNU is responsible for:

representing the Confederation within its territorial jurisdiction;

fostering humanitarian dialogue and cooperation with public institutions, private entities, and civil society organizations;

promoting and coordinating solidarity initiatives, social, cultural, and educational projects;

providing humanitarian assistance and orientation to individuals and communities in situations of vulnerability or emergency;
-
collaborating with local and international authorities in civil protection, health, education, and human rights activities;
-
supporting CNU Human Rights Defender (HRD) missions and volunteer networks;
-
collecting and reporting information on human rights violations to the CNU Human Rights Court or other competent bodies of the Confederation.
Organizational Structure
Each Humanitarian Consulate is composed of:

a Humanitarian Consul, appointed by decree of the CNU General Secretariat;

a Vice Consul or Territorial Delegate, where applicable;
-
Humanitarian Delegates and Technical Advisers, responsible for specific thematic areas (human rights, cooperation, emergencies, culture, education);

HRD Volunteers and members of the Friendly Network, who support logistical and assistance operations;
-
Offices of Cooperation and External Relations, coordinating with public institutions, NGOs, and intergovernmental organizations.
All consular activities are carried out under the supervision of the General Secretariat, in coordination with the Commission for International Relations and the CNU Human Rights Court.
Guiding Principles
The Humanitarian Consulate acts in full accordance with the principles established by the CNU Statute and international law, particularly:

Neutrality and Independence – serving solely the human being, without political or religious bias.

Legality and Cooperation – operating within the legal framework of the host State and in collaboration with its institutions.

Humanity and Solidarity – protecting life, dignity, and fundamental human rights.

Transparency and Accountability – ensuring traceability and integrity in all official operations.
Relations with Authorities and Communities
The Humanitarian Consulate maintains formal and cooperative relations with:

ministries, embassies, prefectures, and local authorities;

international organizations and humanitarian agencies;

educational institutions, universities, and research centers;
-
civil and faith-based organizations engaged in cooperation and human rights protection.
At the same time, the Consulate serves as a listening and orientation center for citizens and communities, offering humanitarian assistance inspired by the principles of brotherhood, equity, and non-discrimination.
Recognition and Coordination
The establishment of a CNU Humanitarian Consulate takes place:

upon proposal of the Commission for International Relations;
-
following approval by the General Secretariat;
-
and in accordance with the CNU Consular Regulation.
Each Humanitarian Consulate is recorded in the Official Register of Confederated Representatives and operates in compliance with the General Assembly Resolutions and Executive Regulations.
