Key Highlights of the Confederation

The Confederation of Humanitarian Nations (CNU) is a Global Intergovernmental Organization (GIO) with humanitarian, spiritual, cultural, legal, social, and economic dimensions.
It was established in confederal form by affiliated entities, communities, and legal bodies, in accordance with the principles of free international association and the shared commitment to human dignity and peace.

The Confederation acts as a representative authority for its confederated entities, pursuant to Article 96, paragraph 3, of Additional Protocol I to the Geneva Conventions of 12 August 1949, adopted on 10 June 1977 and ratified by the Italian Republic under Law No. 762/1985.

The CNU is established for an unlimited duration.

Its headquarters are located on the territory of the Italian Peninsula, serving as both the operational base and symbolic center of the Confederation’s founding values.
This headquarters does not possess extraterritorial status, except where such status may be expressly recognized by the competent national authorities.

The Confederation may establish Representative Offices, referred to as “Humanitarian Embassies”, in affiliated countries or in other States, in full respect of domestic legislation and without asserting diplomatic privileges or immunities under the Vienna Convention on Diplomatic Relations (1961), unless such recognition is expressly granted by the host State.

The Confederation recognizes the following as binding founding instruments and guiding sources of law:

  • the Universal Declaration of Human Rights (1948);

  • the International Covenants on Civil and Political Rights (ICCPR) and on Economic, Social and Cultural Rights (ICESCR), adopted by the United Nations General Assembly in 1966;

  • the Geneva Conventions of 1949 and their Additional Protocols of 1977;

  • the Charter of Fundamental Rights of the European Union (2000), where applicable;

  • other international human rights and humanitarian treaties ratified by host States and recognized by competent international bodies.

The Confederation conducts all its activities in conformity with these international legal instruments, which it adopts as its binding normative framework for the exercise of its representative role and for the protection of the human and communal rights of its member entities.

Guided by the universal values of Justice, Peace, Truth, Freedom, Equality, Cooperation among Peoples, and Human Dignity, the Confederation integrates these principles into its decision-making, external relations, and operational actions, in pursuit of a more just and humane global community.
