Registration of Humanitarian Entities, Trusts and Foundations

(includes NGOs, trusts, or foundations)

1. Acceptance of the Confederation Covenants

Pursuant to the resolution of the General Assembly and the current Statute of the Confederation of Humanitarian Nations (C.N.U.), admission as a Humanitarian Organization Administrator or Confederated Representative of a Humanitarian Entity (RCEU) implies full acceptance of the Confederation Covenants, the Ethical and Diplomatic Code, and all resolutions adopted by the governing bodies of the Confederation.


2. Application procedure

Admission may occur in one of the following ways:

a) by direct nomination from at least one Confederated Member already registered in the International Confederated Registry (RCI);
b) by individual application, through the submission to the International Ethics Committee (etico@u-hn.org) of a Letter of Presentation containing the following mandatory information:

  • Full name of the applicant and, where applicable, the name of the represented organization;

  • Reference to the Member or Organization that proposed the nomination, if any;

  • Ethical and humanitarian motivations supporting the application;

  • Educational and professional background, with relevant attestations or references;

  • Description of ongoing or planned activities with humanitarian, educational, social, or environmental purposes.

Applications lacking the above elements shall be considered invalid and without effect.


3. Preliminary assessment and interview

Before submission to the General Assembly, the International Ethics Committee shall examine the documentation and may arrange a preliminary interview with the applicant, to be conducted by two Senior Members of the Confederation appointed by the Committee.
The interview is intended to assess:

  • the coherence between the applicant’s values and the principles of the Confederation;

  • the actual humanitarian experience or engagement of the candidate;

  • the applicant’s awareness of the ethical and legal responsibilities arising from the role.


4. Legal and statutory compliance

4.1 – The Statutes, constitutive acts, or programmatic documents of the applying organization must fully comply with international law, the core Human Rights Treaties, and the legislation in force within the applicant’s State of origin or registration.
4.2 – Applications will be automatically rejected if they originate from entities or individuals that:

  • pursue subversive, separatist, violent, or discriminatory aims;

  • promote ideologies of hostility or confrontation between peoples, governments, or religious communities;

  • advocate for the non-application of national laws or the creation of self-proclaimed entities or pseudo-states lacking legal legitimacy;

  • misuse the principle of self-determination to justify antagonism against legitimate State or intergovernmental institutions.
    4.3 – Any public behavior or declaration incompatible with the peaceful, cooperative, and multilateral spirit of the C.N.U. constitutes immediate grounds for rejection of the application or, if already admitted, for provisional suspension from the International Confederated Registry.


5. Review and deliberation

If the opinion of the Ethics Committee and the Senior Members is favorable, the application shall be forwarded to the Confederation Executive Council for a resolution of admission eligibility.
The proposed admission, accompanied by the supporting report, is then submitted to the General Assembly of the Confederation for final ratification.
Voting takes place in an open and reasoned manner; any dissenting votes must be justified and recorded.
The Assembly’s decision is final and binding.


6. Effectiveness of admission

Until ratification, the applicant shall not be considered a Confederated Member and may not represent the organization or participate in official deliberations.
Admission becomes effective only after:

  • ratification by the General Assembly;

  • registration in the International Confederated Registry (RCI);

  • issuance of the RCEU identification code and corresponding Certificate of Membership.


7. Roles and responsibilities

Following ratification, the Administrator shall receive an initial functional mandate, defined by the Executive Council, which may include:

  • representation of the organization in confederated relations;

  • participation in the work of thematic Commissions;

  • collaboration in international cooperation or HRD training programs.

Such mandates are fiduciary in nature and may be revoked in the event of ethical violations, inactivity, or loss of moral and legal standing.


8. Suspension and revocation

The International Ethics Committee may propose suspension or revocation of registration in cases of:

  • conduct contrary to the principles of the Confederation;

  • misuse of C.N.U. titles, credentials, or identity materials;

  • lack of moral or legal eligibility to represent the organization;

  • declarations or actions incompatible with the principles of peace, cooperation, and international legality.
    Final decisions rest with the Confederation Executive Council, following due process and hearing of the concerned party.
