Laws, policies, procedures, and mechanisms in place at the national level are the cornerstone for the enjoyment of human rights in every country. It is therefore essential that human rights be embedded within national constitutional and legal systems, that justice professionals be trained in international law and in the application of human rights standards, and that violations of human rights be duly condemned and sanctioned. National norms have a more direct impact, and national procedures are more accessible compared to those at regional and international levels.
